The fluorine-containing refreshing essence is characterized by comprising the following components in percentage by mass: 5% of cyclopentadimethicone, 3% of isododecane, 1% of hydrogenated polydecene, 8% of perfluorobutyl methyl ether, 2% of perfluorohexane, 5% of glycerol, 1% of butanediol, 0.05% of xanthan gum, 0.03% of hydroxyethyl cellulose, 0.45% of acrylic ester/C10-30 alkyl acrylic ester crosslinked polymer, 0.4% of 1, 2-hexanediol, 0.5% of p-hydroxyacetophenone, 0.45% of arginine and 100% of deionized water.

A process for preparing a fluorine-containing refreshing essence as claimed in claim 1, comprising the steps of: (1) Adding xanthan gum, hydroxyethyl cellulose and acrylic ester/C10-30 alkyl acrylic ester cross-linked polymer into glycerin and butanediol, dispersing, adding deionized water, adding 1, 2-hexanediol and p-hydroxyacetophenone, stirring and heating to 80 ℃ and uniformly and transparently, and cooling to 45 ℃; (2) Dissolving arginine in water, adding the arginine into the water phase obtained in the step (1), uniformly stirring, and cooling to 20 ℃; (3) Adding cyclopentadimethicone, isododecane, hydrogenated polydecene, perfluorobutyl methyl ether and perfluorohexane into the water phase obtained in the step (2), and stirring and dispersing uniformly to obtain the fluorine-containing refreshing essence.
