The skin-moistening oil of the water-soluble active substances comprises, by mass, 0.1-1 part of phase A, 3-15 parts of phase B and 80-100 parts of phase C, wherein the phase A is a water-soluble component, the water-soluble component comprises one or more of deionized water, VC ethyl ether and nicotinamide, the phase B is a solvent, the solvent comprises one or more of ethoxydiglycol, 1, 2-pentanediol, isopentyl glycol and isostearic acid, the phase C is skin-moistening oil, and the skin-moistening oil comprises caprylic acid/capric acid triglyceride. The skin-moistening oil product provided by the invention is clear and transparent in appearance, good in fluidity, excellent in stability, mild and non-irritating, simple in process, controllable in cost and good in practical value and application prospect, and a surfactant or a solubilizer is not required to be added.

  1. 1. The skin-moistening oil containing water-soluble active substances is characterized by comprising, by mass, 0.1-1 part of phase A, 3-15 parts of phase B and 80-100 parts of phase C; the phase A is a water-soluble component; the phase B is a solvent; the phase C is emollient oil.

The emollient oil comprising water soluble actives of claim 1, wherein the water soluble ingredients comprise one or more of deionized water, VC ethyl ether, ascorbyl glucoside, sodium ascorbyl phosphate, magnesium ascorbyl phosphate, glutathione, alpha-arbutin, tranexamic acid, nicotinamide, panthenol, ceramide, acetylchitosan amine, inositol, allantoin, or vitamin B6.
  3. 3. The emollient oil comprising water soluble actives of claim 1, wherein the solvent comprises one or more of ethoxydiglycol, 1, 2-pentanediol, isopentyl glycol, isostearic acid, methylpropyl glycol, hexylene glycol.

The emollient oil comprising water soluble actives of claim 1, wherein the emollient oil comprises at least one of caprylic/capric triglyceride, pentaerythritol tetra (ethylhexanoate), neopentyl glycol dicaprate, propylene glycol dicaprate/dicaprate, isononyl isononanoate, cetyl stearyl ethyl hexanoate, neopentyl glycol di (ethylhexanoate), glycerol tri (ethylhexanoate), squalane, jojoba seed oil, white pool seed oil, C 9 -C 12 alkane, hydrogenated polyisobutene, sunflower seed oil.

A process for the preparation of a emollient oil comprising water soluble actives according to any one of claims 1 to 4, comprising the steps of: s1, stirring the phase A raw material to transparent uniform liquid; s2, adding the phase B raw material, and stirring until the liquid is transparent and uniform; s3, adding the C-phase raw material, and stirring to obtain transparent uniform liquid to obtain the skin-moistening oil containing the water-soluble active substances.
