Claims (13)

  1. 1. A cosmetic base comprising the following components (A) - (C) in an oily medium, (A) Water-soluble copolymer based on acryl dimethyl taurines, (B) At least 1 of humectant and water, and (C) Pigment particles whose surfaces are subjected to a hydrophobization treatment.
