In one aspect of the disclosure, a method in a user equipment includes receiving paging adaptation information, determining a paging probability based at least on the paging adaptation information, and transmitting a registration request to a network device, the registration request including information about the paging probability. In an aspect of the method, a registration request comprising information about paging probability is sent to an access and mobility management function, AMF. In one aspect of the disclosure, an apparatus includes at least one processor and at least one memory storing instructions. The instructions, when executed by the at least one processor, cause the apparatus to perform the method indicated above from the perspective of the user equipment. In an aspect of the disclosure, a non-transitory processor-readable medium has stored thereon instructions that, when executed by at least one processor of an apparatus, cause the apparatus to perform the method indicated above from the perspective of a user equipment. The following are aspects from the perspective of the central unit control plane. In one aspect of the disclosure, a method includes receiving paging adaptation information by a network node, storing the paging adaptation information, and integrating paging states across cells in a notification area, RNA, based at least on the paging adaptation information. In one aspect of the method, the method further includes transmitting paging adaptation information to the neighbor network node. In one aspect of the method, the method further includes receiving a message indicating an unsuccessful page, wherein the unsuccessful page is due to insufficient resources in the paging channel PCH, and updating the paging policy based at least on the message indicating the unsuccessful page.
