A full-river-basin rainproof disaster system is characterized by comprising a plurality of sets of water retaining devices which are arranged at key nodes such as river, main flow, tributary river levees and gentle ground bands of a river basin, wherein the water retaining devices are fixed on the river levees and the gentle ground bands through pouring cement bases, the water retaining devices on the river levees increase the river channel water flow through heightening the river levee water retaining height, the water retaining devices on the gentle ground bands are used for water collection or drainage, the water retaining devices are arranged according to contour lines of terrains, the flood control engineering arrangement requirements of an original area can be adapted to be dynamically adjusted according to actual terrains and hydrological data, a plurality of river basin standing points are arranged at key areas outside the river basin and used for on-site water condition data monitoring, water retaining device scheduling and water collection and drainage execution, a full-river basin water condition monitoring processing center is arranged at a river basin core city and used for collecting full-basin water condition data and distributing cooperative scheduling instructions, and the water retaining devices comprise flexible water retaining devices (figure 1) and modularized inserted water retaining plates (figure 2) which can be combined and connected to realize the functions of water collection and controllable drainage, and can be removed after a large rain is removed, and the water retaining device can be rapidly produced and cannot pass through the river basin.
