Public-Participatory Multi-Stage Integrated Management System for Socially Vulnerable Individuals and Operating Method Thereof The present invention relates to a public participation-type multi-stage integrated management system and method for socially vulnerable individuals, and more specifically, to a public participation-type multi-stage integrated management system and method for socially vulnerable individuals such as dementia patients, persons with developmental disabilities, children, and the elderly, comprising an NFC-based user identification device, a location transmission device using a low-power wireless communication network, a server-based policy control and risk assessment module, and a control interface in which access rights for the general public, guardians, and public institutions are separated in stages.
