The method according to paragraph 1, having in the design of the rack mechanism a disk with quarter-turn eccentric connecting rods, which, when the wheel of the car rotates under the action of centrifugal forces, rotate in such a way that contact with the rack does not occur, and when stopping, the eccentric connecting rods, which are on the side of the rack, rotate under the force of gravity so that their tooth engages with the rack, and when the rack moves downwards, ensure the transmission of torque to the wheel, and subsequent eccentric connecting rods, if they have not yet managed to take positions beyond the contour of the disk, do not create obstacles to movement, since, according to the principle of a ratchet, they are freely displaced beyond the contour of the disk by rotation that is ahead of the rack.
