Claims (20)

  1. 1. A communication method used in a serving base station, and the method comprises:
  2. sending a first indicator message, wherein the first indicator message indicates that access of the MSS terminal to the cell is not permitted, or access of the MSS terminal in the frequency band corresponding to the cell is not permitted.
  3. 2. The method according to claim 1, wherein the MSS terminal is a mobile terminal in a non-terrestrial communication network (NTN).
  4. 3. The method according to claim 1 or 2, wherein the first pointer message is carried in the main information block MIB or the system information block SIB1.
  5. 4. The method according to any one of paragraphs 1–3, wherein the method further comprises:
  6. sending a second indicator message, wherein the second indicator message indicates the inter-frequency frequency and whether the MSS terminal is permitted to access the inter-frequency frequency.
  7. 5. The method according to claim 4, wherein the second pointer message is carried in SIB4.
  8. 6. A communication method in which the method is applied in an MSS terminal, and the method comprises:
  9. receiving a first indicator message, wherein the first indicator message indicates that access of the MSS terminal to the cell is not permitted, or access of the MSS terminal in the frequency band corresponding to the cell is not permitted; and
  10. cell access rejection based on the first pointer message.
  11. 7. The method according to claim 6, wherein the MSS terminal is a mobile terminal in a non-terrestrial communication network (NTN).
  12. 8. The method according to claim 6 or 7, wherein the first pointer message is carried in SIB1 or MIB.
  13. 9. The method according to any one of paragraphs 6-8, wherein the method further comprises:
  14. receiving a sent second indicator message, wherein the second indicator message indicates an inter-frequency frequency and whether the MSS terminal is permitted to access the inter-frequency frequency; and
  15. performing inter-frequency measurements based on the second pointer message.
  16. 10. The method of claim 9, wherein the second pointer message is carried in SIB4.
  17. 11. A communication method in which the method is applied in a serving base station, and the method comprises:
  18. obtaining information about the frequency of a base station of a neighboring cell and information about a terminal device, wherein the frequency information contains the frequency and whether the MSS terminal is allowed to access the frequency, the terminal device information contains type information and service information, and the type information contains the MSS terminal and the FSS terminal; and
  19. transmitting a measurement configuration to the terminal device based on information about the frequency of the base station of the neighboring cell and information about the terminal device, wherein the frequency in the measurement configuration is a frequency on which the MSS terminal is allowed to access.
  20. 12. The method according to claim 11, wherein obtaining information about the frequency of the base station of the neighboring cell comprises:
