The ornamental design for a 4-tier pet lounger as shown and described.

FIG. 1 is a front perspective view of the 4-tier pet lounger; FIG. 2 is a front view thereof; FIG. 3 is a rear view thereof; FIG. 4 is a right view thereof; FIG. 5 is a left view thereof; FIG. 6 is a top view thereof; and, FIG. 7 is a bottom view thereof. The broken lines in the drawings illustrate portions of the 4-tier pet lounger that form no part of the claimed design. In FIG. 7, the broken lines show stitch lines that form no part of the claimed design. The ornamental design, which is claimed, is shown in solid lines in the drawings. The broken lines in FIGS. 1-7 form no part of the claimed design; and any portion of the design not shown forms no part of the claimed design. The use of linear shading in one area and stippling in another show a contrast in materials.
